A Citizen Circle is a small, local and voluntary group of citizens. It is not a local unit of any political party; it is a platform for dialogue, civic learning, community cooperation and responsible participation.

Citizen Circle क्या है? | What is a Citizen Circle?
Citizen Circle मोहल्ले, गाँव, पंचायत, वार्ड, परिसर, संस्थान या रुचि-आधारित समुदाय में नागरिकों का नियमित मिलन-बिंदु है। इसका उद्देश्य नागरिकों को समस्याओं पर केवल शिकायत करने के बजाय तथ्य समझने, समाधान खोजने, सहयोग जुटाने और उचित संस्थागत माध्यमों से कार्रवाई करने में सक्षम बनाना है।
A Citizen Circle is a regular meeting point for citizens in a neighbourhood, village, panchayat, ward, campus, institution or interest-based community. Its purpose is to help citizens move beyond complaint—understand facts, identify solutions, mobilise cooperation and act through appropriate institutional channels.

- यह किसी राजनीतिक दल का शाखा कार्यालय नहीं है। / It is not a branch office of a political party.
- यह चुनाव प्रचार, उम्मीदवार समर्थन या दलगत संघर्ष का मंच नहीं है। / It is not a platform for election campaigning, candidate endorsement or partisan conflict.
- यह केवल शिकायतों की सूची बनाने वाली बैठक नहीं है। / It is not merely a meeting for listing complaints.
- यह किसी व्यक्ति-विशेष के नियंत्रण वाला समूह नहीं है। / It is not a group controlled by any single individual.
- यह सरकारी विभाग का विकल्प नहीं है; यह नागरिकों और संस्थाओं के बीच जिम्मेदार संवाद का माध्यम है। / It does not replace government departments; it enables responsible engagement between citizens and institutions.
Circle का मूल उद्देश्य | Core Purpose of the Circle

Citizen Circle सभी जिम्मेदार नागरिकों के लिए खुला है। किसी विशेष शैक्षिक योग्यता, पेशे, आय-वर्ग, भाषा, जाति, धर्म, लिंग या राजनीतिक पृष्ठभूमि की आवश्यकता नहीं है। आवश्यक है—सम्मानजनक व्यवहार, सीखने की इच्छा और समाजहित में सहयोग की प्रतिबद्धता।
A Citizen Circle is open to all responsible citizens. No particular educational qualification, profession, income group, language, caste, religion, gender or political background is required. What matters is respectful conduct, willingness to learn and commitment to constructive cooperation.

Citizen Circle कैसे काम करता है? | How Does a Citizen Circle Work?
Circle सरल, नियमित और पारदर्शी प्रक्रिया पर चलता है। बैठकों का उद्देश्य लंबी बहस नहीं, बल्कि सीखना, स्थानीय स्थिति को समझना, सीमित प्राथमिकताएँ तय करना और जिम्मेदार कार्रवाई करना है।
The Circle follows a simple, regular and transparent process. Meetings are not meant for endless debate; they focus on learning, understanding the local situation, setting limited priorities and taking responsible action.
1. मिलें और परिचित हों | Meet and Connect
सदस्य एक-दूसरे को जानें, स्थानीय संदर्भ साझा करें और सम्मानजनक संवाद का आधार बनाएँ।
Members get to know one another, share local context and build a respectful foundation.
2. सीखें और समझें | Learn and Understand
किसी नागरिक विषय, अधिकार, संस्था, सार्वजनिक सेवा या स्थानीय समस्या पर तथ्यपरक चर्चा करें।
Discuss a civic issue, right, institution, public service or local problem using facts.
3. प्राथमिकता तय करें | Set Priorities
एक समय में एक या दो ऐसे मुद्दे चुनें जिन पर वास्तविक, वैधानिक और सामूहिक कार्य संभव हो।
Choose one or two issues at a time where realistic, lawful and collective action is possible.
4. कार्ययोजना बनाएँ | Prepare an Action Plan
कौन क्या करेगा, कब करेगा, किस संस्था से संपर्क होगा और परिणाम कैसे मापा जाएगा—यह तय करें।
Decide who will do what, by when, which institution will be approached and how progress will be measured.
5. कार्य करें और समीक्षा करें | Act and Review
कार्य पूरा करें, परिणाम दर्ज करें, सीख साझा करें और अगला कदम निर्धारित करें।
Complete the action, record outcomes, share learning and decide the next step.

प्रत्येक बैठक 60 से 90 मिनट की हो सकती है। नियमितता बैठक की लंबाई से अधिक महत्वपूर्ण है।
Each meeting may last 60 to 90 minutes. Consistency matters more than meeting length.

Circle की संरचना | Circle Structure
एक प्रभावी Circle छोटा, समावेशी और कार्यशील होना चाहिए। प्रारंभिक रूप से 8 से 25 सक्रिय सदस्य पर्याप्त हैं। संख्या बढ़ने पर क्षेत्र या विषय के आधार पर नया Circle बनाया जा सकता है।
An effective Circle should be small, inclusive and functional. Initially, 8 to 25 active members are sufficient. As participation grows, a new Circle may be formed based on geography or theme.

Circle Coordinator | मंडल समन्वयक
बैठक तय करना, एजेंडा साझा करना, सभी को बोलने का अवसर देना, निर्णय दर्ज करना और NCBC से आवश्यक समन्वय करना।
Schedules meetings, shares agendas, enables equal participation, records decisions and coordinates with NCBC when needed.
Co-Coordinator | सह-समन्वयक
समावेशन, निरंतरता और कार्य-वितरण में सहयोग; संभव हो तो महिला-पुरुष सह-समन्वय मॉडल अपनाया जाए।
Supports inclusion, continuity and task-sharing; where possible, a woman-man co-coordination model may be adopted.
Documentation Lead | अभिलेख प्रभारी
उपस्थिति, बैठक-सार, कार्ययोजना, प्रगति और सीख का संक्षिप्त रिकॉर्ड रखना।
Maintains brief records of attendance, meeting summaries, action plans, progress and learning.

निर्णय लेने का तरीका | Decision-Making Method
Circle सहमति बनाने का प्रयास करेगा। सहमति न बनने पर स्पष्ट विकल्पों पर खुले और सम्मानजनक मतदान का उपयोग किया जा सकता है। किसी निर्णय को लागू करने से पहले उसकी वैधानिकता, सुरक्षा, संसाधन और संभावित प्रभाव पर विचार आवश्यक है।
The Circle will aim to build consensus. When consensus is not possible, an open and respectful vote may be used on clearly defined options. Before implementation, every decision must be checked for legality, safety, resources and likely impact.
आचार संहिता | Code of Conduct
Citizen Circle की विश्वसनीयता उसके सदस्यों के व्यवहार से बनती है। प्रत्येक सदस्य निम्न सिद्धांतों का पालन करेगा:
The credibility of a Citizen Circle depends on the conduct of its members. Every participant will follow these principles:
- सभी व्यक्तियों की गरिमा और समानता का सम्मान। / Respect the dignity and equality of every person.
- जाति, धर्म, भाषा, लिंग, क्षेत्र, आर्थिक स्थिति या राजनीतिक मत के आधार पर भेदभाव नहीं। / No discrimination based on caste, religion, language, gender, region, economic status or political opinion.
- घृणा, हिंसा, धमकी, अपमान और व्यक्तिगत आक्रमण से परहेज़। / No hate, violence, intimidation, humiliation or personal attacks.
- तथ्य और स्रोत की जाँच के बिना सूचना प्रसारित नहीं करना। / Do not circulate information without checking facts and sources.
- Circle का उपयोग निजी व्यवसाय, धन-संग्रह, चुनाव प्रचार या व्यक्तिगत प्रभाव बढ़ाने के लिए नहीं करना। / Do not use the Circle for private business, fundraising, election campaigning or personal influence.
- व्यक्तिगत जानकारी और संवेदनशील मामलों की गोपनीयता बनाए रखना। / Protect personal information and confidentiality in sensitive matters.
- सार्वजनिक संस्था से संवाद में शिष्ट, वैधानिक और प्रमाण-आधारित तरीका अपनाना। / Use respectful, lawful and evidence-based methods when engaging public institutions.
- हितों के टकराव की स्थिति में खुली घोषणा करना। / Disclose conflicts of interest openly.
सुरक्षा और संरक्षण | Safety and Safeguarding
उत्पीड़न, भेदभाव या गंभीर विवाद की शिकायत निर्धारित NCBC प्रक्रिया से की जा सकेगी। / Harassment, discrimination or serious conflict may be reported through the prescribed NCBC process.
बच्चों और किशोरों की भागीदारी में अभिभावकीय सहमति और उपयुक्त संरक्षण आवश्यक होगा। / Participation of children and adolescents requires parental consent and appropriate safeguarding.
किसी भी अवैध, हिंसक या जोखिमपूर्ण गतिविधि की अनुमति नहीं होगी। / No illegal, violent or unsafe activity will be permitted.
